The following are guidelines for completing the CIHR Operating Budget Module. The guidelines are broken down section by section, organized in the same manner and in the same order as the fields on the CIHR Web forms.
Before completing the Operating Budget Module using the section by section instructions found below, it is imperative that applicants become familiar with the steps outlined on the How to Apply for Funding page, which provides an overview of how to apply to CIHR for funding.

Financial Assistance Requested
Provide estimates of expenditures for a FULL YEAR. In certain circumstances, e.g., clinical trials, epidemiological studies, etc., the operating base may change significantly for subsequent years. If this applies to your proposal, you may copy and modify the page accordingly for each year. Applicants to the University-Industry and Rx&D programs should copy this page and provide a budget breakdown for each year of funding requested.
Equipment refers to non-replenishable items and must be requested in year 1 only.
Amounts requested
Must be quoted in Canadian dollars. If a cost quote in foreign funds is included in the application, and the items quoted are approved for funding, the quoted amount will be converted to Canadian dollars at the time of release of funds, based on the current exchange rate.
Industrial partner(s)
Must provide at least 67% (i.e., 1:2 funding ratio) of the total direct cost of the research proposed, except in the case of a Clinical Trial under the Rx&D Research program where the industrial partner(s) must provide at least 80% of the direct cost. This support may be divided into cash and "in kind" contributions, as applicable (but at least 75% of the contribution must be in cash). Indicate the internalcost to the industrial partner of all "in kind" contributions. If you are unable to obtain this information, CIHR will accept the retail value which, in turn will be devalued by 40%.
-A10">Employment under grants
Individuals listed as applicants are not eligible to receive a salary or stipend from the grant applied for or any other CIHR grants.
Normally only research assistants and technicians may be paid from grant funds. These individuals are not employees of CIHR. The rates of pay shall be in accordance with the salary scale of the institution concerned. The employer's contributions such as, but not limited to, superannuation, group insurance and other institutional employee benefits, may be charged to the grant.
RESEARCH ASSISTANTS are those individuals whose skills are required for the conduct of the research project.
TECHNICIANS are those individuals who are formally classified by their institutions as technicians. Indicate the classification level for each technician for whom funds are requested.
